Three kinds of property, three kinds of problem

The original housing

Victoria Park's character homes are among the oldest in this part of Perth, a good deal of it from the first decades of the twentieth century. Drainage of that vintage has been altered repeatedly, and much of what is underground has no record attached to it. Failures are age failures: settled joints, silted runs, cracked chambers, roots.

The infill

This suburb has seen as much redevelopment as anywhere on this side of the river — rear dwellings, duplex pairs, townhouse groups and apartment blocks slotted into streets of older houses. Every one of those replaced garden with roof and paving. Where drainage was upgraded properly at the time, it works. Where a development leaned on the existing system, it does not.

The commercial strip

The Albany Highway frontage puts a lot of shops, offices and hospitality premises in the suburb, on sites that are close to entirely hard surface. There is very little soft ground on a commercial lot, so the drainage has to do all of the work with none of the natural help. A different council, and why that matters

Most of the suburbs we cover around Como fall under the City of South Perth. Victoria Park does not — it sits under the Town of Victoria Park, with its own requirements.

The broad principle across the metropolitan area is the same everywhere: stormwater is expected to be dealt with on the property rather than pushed onto the road, the verge or a neighbour. But the specific requirements, the approval process and the way volumes are calculated are set by the local council, and they are not identical between one and the next.

The situation goes like this. A block that held one house now holds two dwellings, or four. The roof area has doubled or trebled. Paving has replaced most of what used to be lawn. And the stormwater from all of it has been connected into a system that was sized, decades ago, for a single modest house with a big garden around it.

For most of the year nothing happens, because most Perth rain is light. Then a proper winter downpour arrives, the system fills in minutes and the water goes wherever the ground slopes — which on a compact infill lot is frequently toward a doorway or a garage.
