Old houses, old drainage
Kensington's character housing goes back a long way — a good deal of it to the decades either side of the Second World War, with plenty older still.
Drainage from that era was not designed to modern expectations, and in many cases was not designed at all. What is under an older Kensington block is frequently a sequence of decisions rather than a system: original arrangements, something added in the 1960s, a run re-routed for a 1980s extension, a well capped off and forgotten during a renovation.
That produces some specific situations.
Pipe material and joints that predate current practice
Old joints settle, separate and let sand in. Once sand is entering a run, it silts from the inside and blocks far more often than a sound system ever would.
Runs nobody has a record of
Including live ones connected to nothing useful, and abandoned ones that still fill with water. Working out which is which is genuinely part of the job here.
Wells that were adequate for a much smaller house
Extensions, patios and rear additions have added roof area to almost every one of these properties at some point. The drainage rarely grew to match.

Then the blocks were split
Kensington sits in one of the most heavily subdivided pockets of the inner southern suburbs, and subdivision is where old drainage finally gives up.
The mechanism is simple. A single older home on a decent block had a certain roof area and a certain amount of open garden for water to soak into. Split that block, or put a rear dwelling on it, and two things happen at once: roof and paving area goes up sharply, and the soft ground that used to absorb the overflow disappears under buildings and hardstand.
More water arriving, less ground to take it, and very often the same chambers underneath that were there before.
It is the same pattern that runs through Como, where only about a third of occupied dwellings are now separate houses, and it produces the same result — a capacity problem that nothing about the surface reveals until a serious downpour arrives. Backyard flooding and drainage
What the council requires
Kensington is in the City of South Perth, which requires all stormwater falling on a site to be collected, contained and disposed of on that site, regardless of how heavy or how long the storm is. It may not be pushed onto the road, the verge or a neighbouring property.
For minor additions with no existing private drainage connection, the required volume is at least 0.02 cubic metres of soakwell per square metre of impervious area drained.
